How we drag, rotate, transform image on google map?

I want to display a image on specific lat long area of google map and that image can be draggable and rotate at any angle.

for this i have used two reference links these are

is it possible to drag or rotate image by above links or any other way is it possible? please give any detailed exaplaination for it.
