Error in [authorize(Roles = "Admin")] MVC C#

I'm with problem when I try to use [Authorize(Roles = "ADMIN")], the authorize is working, but, if I try to use with roles, any user without permission, but with authorization, can access the information.

Have anybody already had this problem?
