how to install/access code ception in windows?

I tried installing code ception in windows with composer following this http://codeception.com/install#.VvLvLuJ96M9 but when I run command

php vendor/bin/codecept

I get following in cmd :

I want to know what above lines mean and how i can access codeception in windows.
