F# FTP request using Implicit SSL

I am trying to make a file request to an FTP server using implicit SSL. I can not find any good documentation on how to do this in F#. This is what I have so far:

let user = "user_name"
let pwd = "password"    
let ftpLocation = @"ftps://#server ip here#/#location of file#"
let fileRequest = new WebClient()
fileRequest.Credentials <- new NetworkCredential(user, pwd)
let fileData = fileRequest.DownloadData(ftpLocation)

All I am getting right now is:

System.Net.WebException was unhandled
Message: An unhandled exception of type 'System.Net.WebException' occurred in System.dll
Additional information: An exception occurred during a WebClient request.
